A reputed Italian multinational contractor is currently looking for a Bid / Proposal Coordinator with at least 5 years’ experience in a similar position in the Oil and Gas EPC sector. This is a long-term position based in Kazakhstan where the successful candidate will be required to independently handle complete life cycle of bids for EPC / PC / C projects primarily in Kazakhstan while also providing support for similar efforts in CIS & ME regions.

Responsibilities:
Manage all call for tenders (RFIs/PQs/RFQs/ITBs), coordinate the tender development process, preparation and submission of offers to the clients and coordination of post-bid activities till handover to operations team;
Act as single point of contact with the clients for the assigned proposals;
Review and identify ITB requirements, issue responsibility matrix, prioritize tasks, coordinate and support preparation of ITB responses within the set time limits; Lead interdisciplinary coordination with SMEs from the branch / home office to obtain necessary information to prepare compelling and consistent proposals; Identify capability gaps and contribute in identification of potential partners including
development of cooperation type and finalization of agreements (MoUs / JV agreements) as per company procedures; Supervise and monitor timely collection of bids / offers from partners / subcontractors / vendors and lead negotiations with them; Develop the final pricing strategy with the Line Manager; Prepare the overall cost estimate with the support of estimation engineers and present the same for internal management approval; Responsible for the correct emission of the technical & commercial proposal; Handle post-bid clarifications and prepare amendments to the proposals; lead final negotiations with clients;
Prepare and handover commercial budgets, bid dossier and contract documents to the Project Director post-award; Coach local staff to support company’s goals of nationalization; Demonstrate commitment to company’s Quality, Health, Safety and Environment (QHSE)
policies and the Incident & Injury Free (IIF) Program.
Requirements:
B.E. / B. Tech in Civil or Mechanical engineering; Must have worked in a similar role for at least 5 years in the oil and gas sector OR must have
worked in a similar position on at least 3 successful EPC bids of value over US$ 100M each; Must have a thorough knowledge of estimation norms for construction works and an ability to analyse and establish company standard productivity norms; Must have a good exposure to all disciplines – civil & structures, mechanical, piping, pipelines, and E&I; previous construction experience on at least one US$ 100 mil+ is desirable; Should be proficient in using MS Excel, MS Word and other MS Office suite products; Must be fluent in English; should have good communication and interpersonal skills; Should have strong analytical skills, must be proactive, well-organized with attention to details; Should have good self-discipline and an ability to meet demanding schedule requirements whilst maintaining high quality work. Working experience in KZ / CIS countries will have an added advantage.

Leave schedule: 90 days on / 16 days off
